A.20 2020-21 → 2022-23 grades 9–12: an unexplained one-sided tail puts many high schools far below NYSED, largely on byte-identical denominators — a publisher-level conflict, not our arithmetic; cause not established (finding A.20, open).

3. What the cross-references do and do not establish
NYC School Quality Snapshot— the same agency's public report card, so agreement is a consistency check, not independent confirmation. It displays grade-band rates (K–8 with kindergarten on its elementary/middle page, grades 9–12 on its high-school page), never the school-wide figure. The band basis was established school-by-school across 6,964 report-band pairs from 6,570 school-years: 87% agree within ±1.5 points on the matching band vs only 65% school-wide (finding A.6, largely explained; census).
NYSED — a genuinely different publisher. We reconciled every comparable year × grade band school-by-school against the NYC DOE file: ten of twelve panels agree at the median; the exceptions (2024-25 grades 1–8 and the COVID-era grades-9–12 tail) are chipped on the affected rows above.
