The 50 NYC schools punching highest above demographic expectation

Thesis

Three schools in NYC's most-challenged proclivity decile post top-decile elementary academic scores citywide — and dozens more across the bottom half of the proclivity distribution outperform peers serving the same student populations. Profile the 50 biggest expectation-beaters and look for shared practices.

Supporting findings

• Proclivity decile (a composite of % economically disadvantaged, % ELL, % students with disabilities) predicts ES academic outcomes very strongly: schools in decile 1 average 86% proficient, decile 10 schools average 42% — a 44-point gap by demographic composition alone.
• But P.S./M.S. 4 Crotona Park West (Bronx, decile 8) hits 98% proficient on the elementary composite (2024-25), at the 99th-percentile of its peer group.
• Wave Preparatory Elementary (Queens, decile 8) hits 91%, also 99th percentile of peers.
• P.S. 147 Isaac Remsen (Brooklyn, decile 8) is at 89%, top of its peer group.
• Expand the lens to all schools with proclivity decile 8-10 and city-percentile ≥ 80 — the data already classifies them, but the qualitative story is what's shared in their playbooks.
• Are these schools all under particular networks (Eagle Academy, Achievement First)? Filter by school_type and admission_category for noise patterns.
• Cross-reference with our InsideSchools narrative — do these schools share themes (extended day, looping teachers, no-excuses discipline)?
• Track each school's percentile trajectory over the last 5 years: were they always punching above, or is this a recent leadership change?
• Compare survey results: do their teachers report high trust + recommend rates? (We have this for 2021-22 through 2023-24.)
• Contrast with the floor: 50 schools in proclivity decile 1-2 that score in the bottom citywide quartile — privileged demographics, underperforming outcomes.

Reporting directions

• Use /ratings/outliers?metric=composite_es_academic&proclivity=9-10&direction=top to pull the list. Repeat for grade 7 and HS.
• For each top expectation-beater, manually pull principal name + tenure (NYC DOE staff directory) — leadership stability story?
• Compare attendance + survey results across the 50 — is there a common pattern in teacher trust or student-respect items?
• Pull annual budget per student (separate dataset, Galaxy budgets) — are these schools getting more resources?
• Cold-call principals at the top 5 for what they think made the difference.
