Manhattan has the worst chronic absenteeism in NYC — wealth doesn't protect attendance

Thesis

Manhattan schools average 41% chronic absenteeism — the worst of any borough. The Bronx is 40%. Brooklyn 39%. Queens 34%. Staten Island 33%. Manhattan's wealthier average doesn't translate to better attendance, because Manhattan's mix includes both elite-private-alternative families AND public-school populations facing housing instability.

  • Manhattan's standard deviation (18.7) is also the highest — biggest within-borough variance.
  • Manhattan splits between Upper West Side / Tribeca families who pull kids for travel and extracurriculars, and Harlem / Washington Heights / Lower East Side families facing housing instability.
  • Look at Manhattan absenteeism by district: D1, D2, D3 (downtown) vs D5, D6 (uptown).
  • Cross-reference with NYC Coalition for the Homeless data on temporary housing — Manhattan has many shelter-zoned schools.
  • Are Manhattan's private/alternative options drawing the most-engaged families, leaving public schools with selection effect?
  • Pre-COVID: was Manhattan also worst, or did it overtake other boroughs?
