Thesis
Borough is a coarse signal. The average outcomes across boroughs differ less than the within-borough variation. Two schools 5 miles apart in Queens have more in common with each other than two schools 5 miles apart in different boroughs sometimes. Borough is a useful proxy — but a school-by-school view is what parents actually need.
Supporting findings
- Borough average ES composite (2024-25, est.): Queens 65%, Manhattan 64%, Brooklyn 60%, SI 58%, Bronx 52%.
- But within-borough range is wider than between-borough: SI bottom-quartile is 40%, top-quartile is 80%.
